Lora Dickey – Executive Director

Lora Dickey grew up in Potosi, Missouri. She obtained her bachelor’s degree in Psychology from the University of Arkansas at Little Rock. After graduation, she moved back to Missouri and began working for the State of Missouri Children’s Division. She assisted families of all sorts with services and resources within the 24th Judicial Circuit. In 2012, she became employed as a Support Coordinator at the Washington County Board for the Handicap. In April 2016, she made the transition to Madison County Service Coordination as a support coordinator. In May of 2020, Lora was promoted as MCSC’s Executive Director. She takes great pride in what she does and works hard to ensure that individuals receive services that best meet their needs and to promote community inclusion. MCSC was chosen as the TCM provider for Bollinger County. The transition to this county will occur at the beginning of 2023.


Outside of work, she enjoys spending time and making memories with her 2 daughters. Spending time with her family and friends is very important. She also loves to play with her 2 pups, travel, read, binge watch Netflix shows, and coach volleyball. Lora owns and operates a food truck, MAE’s Snack Shack, that is solely contracted at Elephant Rocks State Park during the months of March thru October.  

Brook Hovis – Administrative Director

Brook Hovis started her career at Madison County Service Coordination in 2017 as an Administrative Assistant where she provided administrative and clerical support to Service Coordinators, Individuals, and Directors. Brook received her Bachelor of Science in Secondary Education from Central Methodist University in 2021. Shorting after obtaining her degree, Brook was promoted to the Administrative Director in 2022. In her new position, Brook is responsible for overseeing the administration of all projects, human resources, and finances, as well as daily operations. Brook’s goal at Madison County Service Coordination is to ensure all activities are done effectively and efficiently so that all MCSC’s operations function well.

Brook currently resides in Fredericktown, Missouri with her husband, Carter Hovis, and their dog, Buddy. She enjoys spending time with friends and family, and cleaning as often as possible.

Leah Smothers – Administrative Assistant

Leah Smothers is an Administrative Assistant at Madison County Service Coordination. Leah started with us in November 2022. Leah was born and raised in Madison County and is dedicated to making a difference in her community. In 2011 Leah went to work for Madison Medical Center/ Stockhoff Nursing Home. During her employment at MMC she worked in various positions including Certified Nurse’s Assistant, Activities, and her most recent being Nursing Home Social Service Coordinator for 5 years. Leah hopes to bring a positive experience to everyone visiting MCSC and help wherever she is needed. She is most excited about being able to continue serving the individuals in her community.  

Leah is married to her high school sweetheart and together they have two daughters that she dedicates her time to. When not working she enjoys traveling, being outdoors, organizing, and most of all being with her family and her two dogs Luna and Maverick.

Abbie Umfleet- Service Coordinator Supervisor

Abbie Umfleet was born and raised in Fredericktown, Missouri. She completed her associate degree at Mineral Area College in 2012. She received her bachelor’s degree in psychology with an interdisciplinary minor in business/sociology from Central Methodist University in 2017. After graduation, she became a case manager at Farmington Correctional Center (FCC) as contracted staff through Corizon Health Services. In this position, she worked directly with offenders who were placed in the Social Rehabilitation Unit due to mental illness and Intellectual/Developmental Disability (IDD) needs. In July 2018, Abbie began employment at Madison County Service Coordination as a Support Coordinator. After four years in this position, Abbie transitioned to Support Coordinator Supervisor. Abbie is passionate about helping others reach their goals of independence and linking families with local resources to support their needs. Abbie resides in Fredericktown with John and their three daughters. In her free time, Abbie enjoys spending time with her family and friends. She enjoys watching her girls play sports, playing softball, taking walks, and playing with her two dogs, Sophie and Jade.

Angie Moore – Senior Service Coordinator

Angie has been employed as a Service Coordinator with Madison County Service Coordination since January 2009. She has a strong passion for meeting the needs of the individuals that she serves with developmental disabilities to help ensure they are safe, healthy, and enjoying life fully. She previously worked as a Community Support Worker at BJC Behavioral Health.  Angie has an Associate degree from Mineral Area College and a Bachelor’s Degree in Psychology from Central Methodist University.  Angie resides in St. Francois County with her husband.  Angie has two adult children and two granddaughters.  She enjoys spending time with her family, reading, spending time outdoors, and volunteering at Safe Harbor Hospice.

Winnie Gallaher – Service Coordinator

Winnie grew up in St. Louis Missouri, and comes from a large family. Winnie now lives in Park Hills Missouri with her husband Michael and has been married for 34 years.  Winnie and Mike have two daughters Emily and Karlee. Winnie worked for the State of Missouri for approximately 15 years as an Administrative Assistant and then decided she wanted to do more and went back to college. She obtained her Associates Degree at Mineral Area College in 2009,  and then went on to finish with her Bachelor of Science Degree in Education at Central Methodist University in 2011. She previously worked as a Service Coordinator for the St. Francois County Board for the Developmentally Disabled in Farmington Missouri for approximately 5 years. Winnie ran the Explorer Scout Troop in Farmington, and also started a new group called the Sunshine Club for ladies. Winnie loves to help people in any way possible and will work hard to enrich their lives by assisting them with strengthening their social skills, link them to community events, and resources, and advocate for them whenever she can. Winnie’s passion is to help improve the daily lives of others.

When not working, Winnie loves to spend time at home with her family and pets.  Winnie loves to go the river, go camping,  sit  around the fire, go to the movies and just relax at home. Winnie loves to attend church at First United Methodist Church, and is close to her church family.

Travis Harper – Service Coordinator

Travis was born and raised in Fredericktown, Missouri. He completed his Associate’s degree at Mineral Area College in 2015. He received his Bachelor’s Degree with a dual major in Psychology and Criminal Justice from Central Methodist University in 2018. After graduation he worked with Missouri Children’s Division as an after care caseworker in the 24th Judicial Circuit. In 2019, he became employed as a Community Support Caseworker with Community Counseling Center linking clients with mental health diagnosis to resources and assisting them in living as independently as possible. In January 2023, he made the transition to Madison County Service Coordination as a support coordinator. He is dedicated to ensuring clients have the highest quality services and support available and is determined to help them reach their goals.

Travis lives in Cherokee Pass with his wife, two children, and three dogs. He loves baseball and football and can usually be found watching, playing, officiating, or coaching them in his free time.

Alex Sikes- Service Coordinator

Alexandria “Alex” Sikes began her journey at Madison County Service Coordination as an intern while obtaining her Master’s in Social Work from The University of Missouri – St. Louis in 2019. That same year Alex officially joined the team as a Service Coordinator. She graduated with her MSW in 2020. She has since found a deep passion for helping individual’s find their voice and advocate for themselves. Alex is very passionate about helping people gain and maintain their independence, learn new skills, and feel a sense of pride in themselves.

Alex currently resides in Fredericktown, MO with her three cats Simmie, Kenji and Kamiko. Alex is When she’s not working Alex is enthusiastic about crafting and creating new things, dying her hair bright colors, and achieving her annual goal of seeing a concert every single month!

Katie Yordy- Service Coordinator

Katie Yordy was born and raised in Farmington, Missouri. She completed her associates degree through Mineral Area College where she earned her degree in Business Management. She then received her bachelor’s degree in Psychology with a minor in criminal justice from Central Methodist University. After graduating she became a mental health case manager in a Social Rehabilitation Unit at the Farmington Correctional Center (FCC) contracted through Corizon Health Services. Katie worked directly with offenders placed in this program due to mental illness or intellectual/developmental disabilities, this included doing groups and working closely with their therapist. Katie loves to help individuals grow their social skills and link them to community events and resources. She is motivated to help individuals reach their goals and maintain independence to the best of their ability while advocating for their needs.

Katie is married to her high school sweetheart. And after working for the correctional center for four years she made the transition to Madison County Service Coordination after the birth of her first child in 2020. In her free time, she enjoys playing with her daughter, spending time with her husband and family, spending time with friends and church family, reading, and baking. Katie and her husband are the youth leaders at New Life Church where they have attended for many years. Her husband plays the guitar on the worship team, and she assists with events and nursery services.

Shelly Hall- Service Coordinator

Shelly was raised in Fredericktown, Missouri after her father retired from the US Air Force.  She retired from Farmington Correctional Center as a Case Manager in 2022.  During her 27 years of state service, Shelly held various positions within the Department of Corrections. She started as a mailroom clerk at Missouri State Penitentiary in Jefferson City.  She then promoted to a clerk in the Records Office and later to administrative assistant to the Deputy Director of the Division of Rehabilitation Services/Education. After returning to the Fredericktown area, she worked as a substance abuse counselor at the Farmington Correctional Center.  She then transitioned to the Division of Adult Institutions as a case manager until her retirement.   

She has an Associate’s Degree from Mineral Area College and a Bachelor’s Degree with a double major in Psychology and Sociology from Central Methodist University.  She joined Madison County Service Coordination in December 2022.  She is excited for this transition and looks forward to providing support services to individuals with developmental disabilities in Bollinger County, Missouri.  

Shelly resides in Fredericktown with her husband, Scott, and their three Morkies: Coco, Loopie, and Thomas Oliver.  She enjoys spending time with their grandchildren, fishing with her husband, reading, and taking care of her chickens.  

Shea Davis – Benefit Coordinator

Shea Davis began her position as a Benefit Coordinator with Madison County Service Coordination in September 2021. She is a former graduate of Fredericktown High School.  After high school, Shea obtained her Bachelor of Arts in Political Science from Truman State University.  She went on to earn a Master’s in Public Health from East Tennessee State University.  Shea has had experience as a grant writer and was employed as an admissions coordinator for long-term care and an in-home services administrator before staying home for several years to raise her four daughters. She has spent many years volunteering in community organizations dedicated to improving the lives and opportunities of all residents. She has served on the University of Missouri Extension Council and is currently the treasurer for St. Francois County.  Shea is married and lives in Farmington, Missouri on a small farm with her husband, Eric.  They enjoy spending time with their daughters, granddaughter, and extended family doing activities such as camping, kayaking, house projects, and playing games.
